Fear Force Power Question

¿If Fear is used on an opponent and you achieve the maximum result (no action), are they considered Helpless and do they lose their Dex bonus to Reflex defense?  ¿Also does this prevent the target from using Free actions and Reactions?

They certainly are NOT considered Helpless or have their defenses hindered in any way.

Now if you get the maximum result it get NO Action ON ITS NEXT TURN.  Now this really should include free actions and reaction ON ITS TURN but if those they can happen outside the target's turn they are perfectly legal.

Keep in mind this Force Power only takes a SWIFT ACTION to activate and is very likely to reduce many targets to a single action and often that isn't even a standard action.  Getting the no action result means not being sure what to to but you may still be able to do things outside your turn like AoO or performing acts that someone else tells/gives you to do.

In one adventure I had a big tanky character get hit by this power several times but fortunately an ally was able to let me move when an enemy moved allowing him to avoid flanking situations which would have been VERY bad for him.

I agree with StevenO that this only affekt the target on his round. It should not affect reactions and other free actions taken out of turn. But if you manage to create a surprise round, hitting an opponent with Fear can be very strong. Either you prevent him from acting in the surprise round, or the round after that. This can give you allies plenty of time to deal with the threat.

Technically they should still be able to act if they given an action via a Talent like Impel Ally.  Also technically this would prevent the second power used with Linked Power from being activated, which means they would lose that use of the power until recovered.

Since these talents got mentioned, I´d like to ask how it works with all three of the action-giving talents? (Trust, Fortune´s favor, Impel Ally)
Fear states that the target can take only one Standard (or less, but for simplicity´s sake, let´s stick with the basic effect for the examples) on its next turn.
Impel Ally should be available, since you take the granted action immediately, not on your turn.
Fortune´s favor gives you a standard action you have to take before the end of your turn. With a critical hit on AoO, you can take the extra Standard action before you start your turn. If you wait for your turn or get that crit during your Standard action, however, the extra Standard action is wasted. You get an extra Standard action, but you can take only one during the turn.
Same goes for Trust: You get an extra Standard action, but only on your turn, and since you´re allowed to take only one Standard aciton by the effect of Fear, the extra one is wasted.

Do I read that correctly? Or do the extra actions go on top of what Fear allows you no matter what? Or does it depend on the order of receiving the effects (Fear reduces you to one Standard, then Trust gives you another, so you have two VS Trust gives you extra Standard action, then Fear reduces you to single SA, so you have only one)?

I believe that I'm agreeing with your assessments.  Impel Ally giving you a Standard action outside of your turn should work.  While the others give extra actions it's during your turn where Fear restricts how many actions you can take.  If you could only take one Standard Action that means you couldn't use two Swift Actions so if you happen to have more than one Standard Action available you still don't get to use the extra.
