I think there is an issue with counting Nonheroic selections of Armor Proficiency feats. When making a nonheroic npc with Armor Proficiency (light), selecting any armor in the "Armor and Defenses" tab inflicted the nonproficiency modifier to attack rolls.

Looking at the formulas in Y21 and Y22, on the Feats tab, I was able to correct the issue by changing C21:22 values to just be "Armor Proficiency" and putting the appropriate value (light, medium) into D21:22
