Some of my thoughts although you've maybe heard them before:
If running a one-shot, especially with time constraints, I encourage you go have a number of pre-fab characters ready to go or at least nearly so. You can leave off names and probably allow the user to choose a species without messing things up too badly or just make sure that each pre-con character has a couple different options to use. If you're planning on using 4th level characters I think that is great as that is just enough levels to start clarifying various character types yet still low enough level to keep characters simple.
If "X-Wing" in a main focus of the conference (as in the table-top miniatures? Are you one FFG's X-Wing forum?) I wonder if your one shot shouldn't include at least one space combat as part of it. 4th-level heroes could make skilled crew so the listed CLs shouldn't be too bad.
Vader vs. 4th-level characters... that just sounds like a recipe for disaster unless the goal is to get the PCs to run. Are you really trying to kill the PCs because Opportunity Knocks says it is for 9th-level characters? It could be easy enough to adjust the skill challenges but if you're using real Imperial Royal Guards and Vader I'd expect deaths.
When it comes to dealing with crowds and how they will move in response to a threat consider the following options that individuals may take:
1. They don't do anything and just stand there frozen. A common response to fear.
2. They will move away from the noticable threat if possible. They may do this even if it is NOT the best place to move.
3. They may move towards the nearest/easiest known escape.
4. They may move to cover and/or try to hide and escape detection.
5. They may confront the threat in some manner.
6. They may actually act rationally and evaluate their options before choosing the best one for them or their goals.
If you are going to randomly determine how people will respond to such a stressor don't go with moving in a random dirrection but do feel free to choose from a random "objective" for the movement.
I'm thinking that with a panic, the movement would almost always be as directly away from the source of danger as possible.
The stormtroopers spreading out to bottle up the crowd, keep redirecting them into the path of your PCs. Treat the crowd as one large creature, with a few stragglers, (along the lines of squads and such, to emulate a mob mentality), and you could do things like have the players be in danger of being stampeded over, or pinned and crushed by the press of bodies. It might even present a moral dilemma as they have to kill or be killed by the panic stricken patrons.
I might have a suggestion or two if you don't mind me asking a question.
When the stormtroopers storm into the night club, is the result suppose to be panic, followed by screaming, running, and shooting, or is
their entrance more slow and deliberate, to cause unease, and maybe provoke a runner or two to be made an example of?
Finn's Stormtroopers programing could be why he might not fully understand how he is acting. Also his fear of the First Order is making him do whatever it takes to stay safe from them. Only his feelings for Rey make him even agree to help, even though he makes himself out to be important and knowledgeable when he's not.
