I believe it's supposed to be something like a curtain that cut off the western half of the galaxy.  It has a variable thickness (thus that variable additional jump time) and for all I know it could fluctuate for some reason.  With the information I see once to get thru the barrier hyperspace travel would work within the unknown region much like it does in the rest of the galaxy except that hyperspace information will be very hard to come by.  The Chiss and others in the region may have route maps but they don't share easily.

Now I'm not sure what you're thinking but tangle should only come into effect when entering or leaving the UR.  Now for all I know there could potentially be some "holes" in it that are probably guarded or mostly unknown but those would be the exceptions.

That was my thought based almost exclusively on what I read.  In your game you can really do what you like and when you start dealing with hyperspace travel you're often getting into areas that "the rules" that cover characters matters less and less. In many ways I might equate the tangle to a mountain range or ocean here on Earth where you could have well known travel routes and stuff on one side but then after making a long/difficult trip across the obstacle you find yourself in unknown lands without any idea how to travel in there.

While I'm not entire sure how I'd run it that sounds like it could be an interesting adventure idea with the tangle and travel in the unknown making things more complex.  While I haven't put it to paper I've often considered some big race between "independent cargo haulers" that involved hyperspace travel between various points but without a set order; it doesn't work so well with SWSE's "every trip takes this same random time" idea but I was thinking more of it working when the trip from A to B has a pretty standard time so characters would need to figure out the most efficient order while hoping complications don't slow them too much.
