Hi,
A Sith Apprentice is supposed to have submitted to the Dark Side. Does that mean that, in a regular campaign, no PC can choose this Prestige Class?
An old timer GM who has still everything to learn.

That is what it means.

To enter the Sith Classes you need a DSS=WIS but elsewhere it does mention that if a PC gets a DSS=WIS the character is given to the GM who may use it as an NPC.

In all fairness Sith Apprentice is a pretty powerful class (full BAB, d10 HD, good talent selections) that is almost laughably easy to get into if you've got the "special" and DSS requirements out of the way.  Pretty much any character who starts in Jedi meets the "Trained in UtF and has Force Sensitive and WP-lightsaber feats" and if you don't start in Jedi getting them often isn't all that hard either.

In which case the class is nuts and I HIGHLY recommend taking it for anyone who can which happens to be a wide variety of people.

You *could* restrict access to Sith teachers.

That's just the formality of using the "special" in the requirements to keep people out; not something I'm a big fan of doing.
